Council Highlights—April 7

At its Regular Meeting of Council on April 7, 2026, Council of the Municipality of Bluewater:

  • Entered into a Community Improvement Grant agreement with Black Dog Main Street Inc.
  • Entered into a lease agreement with Bronson Line Automotive for the three-year lease of a used excavator, in accordance with Tender BW-RDS-05-2026, in the amount of $4,027.78 per month.
  • Awarded Tender BW-RDS-02-2026 to supply and deliver one 2026 or newer – 68000 G.V.W tandem cab and chassis with combination dump and spreader bodies, snowplow harness for 2027 delivery to Altruck International Truck Centers in the amount of $415,115 excluding HST and that the optional tender items be awarded in the amount of $3,115.00 excluding HST. Council pre-approved $217,500 in the 2027 Fleet Capital Budget for the purchase of the 2027 International HV 615 plow truck.
  • Awarded the Lorne Avenue reconstruction tender, Contract No. 25215, to McCann Redi-Mix in the amount of $849,382.44 excluding HST and approved an “Amendment to Budget” to increase the capital budget for Lorne Avenue Reconstruction – Water (WTR25-02) to $289,700. Council directed the Treasurer to fund the shortfall for Lorne Avenue Reconstruction – Water (WTR25-02) through the Bluewater Water Reserve Fund.
  • Approved an “Amendment to Budget” to add Lorne Avenue Reconstruction – Sanitary Sewer (SS26-05) to the 2026 Sewer Capital Budget in the amount of $192,000; and directed the Treasurer to fund Lorne Avenue Reconstruction Sanitary Sewer (SS26-05) through the Bluewater Sanitary Sewer Reserve Fund. Council directed staff to not proceed with the provisional items 3, 4 and 5.
  • Council approved the official name of the municipal beach park located at 33717 Pavilion Road as Pavilion Road Beach.
  • Adopted a Municipal Naming Policy for the naming and renaming of municipal parks, beaches, facilities and other municipal assets, a Council Electronic Device Policy and a Use of Corporate Resources During an Election Policy.
  • Delegated authority to the Chief Administrative Officer for certain acts during a ‘lame duck’ period for the Corporation of the Municipality of Bluewater.
  • Awarded the Organizational Review and Recruitment Services RFP to KPMG in the amount of $90,000, and that the project overage be funded from the Working Funds Reserve to an upset limit of $70,000.
  • Authorized a Special Service Area Rate for Streetlighting on Designated Rateable Properties within the Municipality.
  • Directed the Treasurer to utilize excess capital funds in the Bachand, Brucefield, Dinsley Terrace, Harris, Kippen, Lakewood, and Varna special streetlight areas to fund operating expenses until the point where the amounts in each applicable reserve equals only the amount required for full capital replacement.
  • Directed the Treasurer to prepare the 2026 Streetlight Special Area Tax rates to include only amounts required to fund operating costs for the Bachand, Brucefield, Dinsley Terrace, Harris, Kippen, Lakewood, and Varna special streetlight areas where excess capital contributions are not sufficient.
  • Directed the Treasurer to prepare the 2026 Special Area Tax rates to include amounts required to fund operating costs and associated capital contributions for the Bayfield, Bayview, Dashwood, Hensall, and Zurich special streetlight areas.
