Development Charges Rates

These Development Charges rates are in effect as of July 15, 2025, in accordance with by-law 78-2025, which was adopted on July 14, 2025. The by-law reduced the 2025 Development Charges rates by 45 per cent.

Provincial mandate to reduce development charges rescinded

Bill 23, the More Homes Built Faster Act, was enacted by the Ontario Government on November 28th, 2022. Bill 23 amended the Development Charges Act. The result was to reduce the amount charged to developers by municipalities. This requirement was rescinded by Bill 185 on June 6th, 2024. Municipalities are now permitted to charge the full, original rates.

Indexing

Development charges may be adjusted annually without amendment to the by-law. The applicable index is the Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI). On January 1st, 2025, development charges increased by 4.3 percent based on the 2024 Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI).
