Development Charges Rates
Council adopted a new Development Charges by-law on August 11, 2022. By-law 86-2022 took effect on August 19th, 2022.

Two factors change the rates adopted by by-law. They are Bill 23 and indexing. You will find details and rate schedules on this page. Building Department staff are available to speak to you about your project.
Provincial mandate reduces charges
Bill 23, the More Homes Built Faster Act, was enacted by the Ontario Government on November 28th, 2022. Bill 23 amended the Development Charges Act. The result was to reduce the amount charged to developers by municipalities.
Beginning January 1st, 2023, development charges decreased by 20 percent. This increases by five (5) percent each year of the local by-law. This chart illustrates how the schedule applies to By-law 86-2022.

Indexing
Development charges may be adjusted annually without amendment to the by-law. The applicable index is the Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI). Council received a report on how indexing affected this year’s rates on November 20th, 2023.
Beginning January 1st, 2024, Development Charges will increase by 6.6 percent based on the 2022 Statistics Canada Non-Residential Third Quarter Construction Price Index (CPI).
Development charges in effect for 2024
Two sets of development charge rates exist for 2024. The first set is effective from January 1st to August 18th, 2024. The second set is effective from August 19th to December 31st, 2024.
The following information categorizes rates by type of development and service area. There are four service areas: Bayfield, Hensall, Zurich and Rural Area. Please contact Development Services department staff (Building department) with your questions.
Development charges are applied to complete building applications.
The development charges listed here reflect the reduced rate of 85 percent imposed by Bill 23 on the anniversary of the local by-law. On January 1st, 2024, development charges were adjusted to add 6.6 percent (CPI Index).
